David Graham is a senior programmer and program manager at Clancy Environmental Consultants, Inc. in the Hawaii Office. He has 13 years of experience in data analysis and modeling, software development, process and business analysis, Internet application development, and database design in the private sector, particularly software design and systems analysis in support of the provision and administration of public health and medical services. Mr. Graham also has extensive experience in project management and is fully proficient in a wide variety of computer languages, systems, and software applications. Prior to joining CEC, he was a Senior Software Engineer for the Hawaii Medical Service Association, an independent licensee of the Blue Cross and Blue Shield Association that is the largest provider of health care coverage in the state.
